peak association

peak association
   A type of all-embracing interest group that coordinates the activities of different organisations operating within the same field. Members of peak or umbrella organisations are not individuals but other organisations, such as business firms and trades unions representing the interests of capital and labour. In Britain, the Retail Consortium is the umbrella group for major shops and stores, just as the Trades Union Congress provides the same function for many trades unions.
